It is the IARU recognized national association for amateur radio operators in India. They run a QSL Bureau for its members as a clearing-house for incoming and outgoing QSL cards, which I am curious about using once I actually get on the air on analogue2 modes shortly. They recently ran a VU-DX contest and it did give me an opportunity to see how such contests work. You can also head over to their newsletter that they publish every quarter about happenings in VU-land3.
